Call for Papers for a Special Issue: Economic and Political Studies Innovation, technological development and industrial restructuring in China

Economic and Political Studies (ISSN 2095-4816), a peer-reviewed quarterly journal hosted by Renmin
University of China and published by Taylor & Francis, calls for papers for a themed issue on “Innovation,
technological development and industrial restructuring in China.”

 

Overview

The economic transformation of China in the first three decades of the second half of the 20th century, and the economic reforms of the late 1970s in that country have led to great achievements in terms of rapid economic growth, reduction of poverty, a higher standard of living for many Chinese, technological development, and globalization. The Chinese government’s heavy investment in sciences and technological development in the traditional as well as emerging industries began in the first decade of the 21st century. However, the technological advances, falling demand for basic commodities such as steel and coal, global competion, and the changing consumer tastes have led to overcapacity as well as to obsolescence of the existing technologies in several industries. As a result, many state owned enterprises have become inefficient. Hence, in September 1997, the Fifteenth Congress of Chinese Communist Party adopted the industrial restructuring policy to phase out inefficiency and modernize the technologically lagging state owned enterprises. Pursuant to the adoption of this policy, China’s government has invested 37.5 trillion yuan (5.7 trillion U.S. dollars) to help companies upgrade their production technologies as well as plants and equipment during the 2011-2015 period alone,
and has allocated a large sum of funds for restructuring the industries with over and under capacity. This Special Issue of Economic and Political Studies aims to collect a set of high-quality papers, theoretical, empirical as well as policy oriented, which deal with the polcies, practices, and outcome of technological development strategies of central and provincial governments in China. These papers should also critically scrutinize industrial restructuring strategies (asset sale, equity carve-out, spin-off, inbound and outbound mergers and acquisitions, liquidation, and corporate alliances among others) of the enterprises in the country.

 

These papers could focus on the purely domestic issues in China or deal with international comparative studies
that involve Chinese enterprises or have implications for policy making in China.
We are especially interested in contributions on the following topics:
1. State-firm innovation collaborations
2. Measurement of innovation capacity of state owned enterprises
3. Comparative measurements of total factor productivity at private firms and SOEs
4. Survey of R&D investment and technological learning practices by private and state-owned enterprises
5. Analyses dealing with implementation and outcome of the Medium and Long-term Program on
Science and Technology (MPL), and Strategic Emerging Industries (SEIs).
6. Sector specific industrial restructuring particularly in steel and coal industries
7. Forms of restructuring
8. Case studies involving inbound and outbound mergers and acquisitions as a mean of restructuring
9. Central and provincial government innovation policies, investment, and outcomes
10. Central and provincial government restructuring strategies, investment, and outcomes
11. Issues arising from industrial restructuring e.g. regulations, unemployment, taxation
12. Other relevant topics

The deadline for submitting papers is September 30, 2018.
The selection of papers for inclusion in the Special Issue will be based on a regular blind, peer review process.
